If you configured an offer with a customer limitation, your customer needs to be logged in before checkout to trigger the discounts.
Follow the steps below to enable this option on your store :
1. Go to settings
2.Go to "Checkout and accounts" and check the option "Allow customers to log in from online store and checkout"
3. You should now see a login button on your store
